For a while, Binance was not allowing new user registrations. The wait is now over, sort of. Binance announced that it will allow user registrations but only in limited daily quantities.
They will not announce in advance when registrations will open. You need to be checking the registration page and hope that it will let you register. Unfortunately there is no knowing when you might get lucky, so keep trying.
